The milliseconds aren't exactly 'faked' - but neither are they accurate!
When the page loads, Flash reads your system time and location, figures out GMT from that, calculates the remaining time and starts the countdown timer, which freewheels from that point. Flash doesn't keep time as well as you might expect, so the ms will drift out a little if you leave the page open long enough.
On a Windows box, the system time is automatically updated from a central service so is fairly reliable, although obviously not accurate to 1ms.
A bigger concern is whether it is calculating GMT correctly in every country, as I can't test that from here. Not losing any sleep over it now though!
