Frequency issues in Europe, ham bands

Was wondering what are the regulations regarding frequency allotment in Europe, especially in regard to the ham bands? You can probably figure out what I am referencing.

Have seen a couple documents form IRAU but wondered if they were any other regulations/issues with using ham radio bands.

Not sure about Europe, but in the UK (covered by OfCom) there are a number of useful documents:

Gives some useful info on the application for licenses on Satellite - Earth communication. The fee calculation by equation coaxed out a half-smile!

Is the band below 30Hz allocated? I'm noting that an elephant would count as "launch facility" and hence would not contribute toward budget.
